Permanent voters card to be distributed in only seven local government in Rivers State

As a procedure to ensure that the permanent voters cards are been given out, INEC has said that they will commence the distribution of the card in Rivers State with only seven local government.
The LGA involved are as follows:

Ogba/Egbema/Ndoni,
Ogu/Bolo,
Okrika,
Omuma,
Opobo/Nkoro,
Oyibo and Tai.
so if you are from Rivers State and your LGA is listed above this is an opportunity for you to get your own permanent voters card.
But the question is, what about the other LGA? when will they start issuing theirs? will it be this period or during the next administration of Government which will be in 2019.

Note the collection date is scheduled for 28th November 2014.
